Sorry, no idea – the clip does look similar to many from the ’30s – ’40s with its deco styling, both British and Continental – if pushed I’d suggest either French or German. I’ve been through Andreas Lambrou’s book which covers most of the Continental, States and British vintage models, but as you may know this author omits pix of many budget and smaller makers pens, to which group I’d suggest this probably belongs.
Looking at the condition of the plating the pen appears to have had a hard life.
I thought maybe one of those French Stephen’s but now I think it is closer to a Gold Starry clip
